Kerr Approves Fifth Provider-Led Company
New company licensed under Act 775
LITTLE ROCK – Arkansas Insurance Commissioner Allen Kerr today released the following statement announcing that he has granted Certificates of Authority to a fifth domestic company under the provisions of Act 775 of 2017, the Medicaid Provider-Led Organized Care Act:
“With this license, all five provider-led entities that filed to become a domestic insurance company under Act 775 have now been approved. Having five new domestic companies created in the last quarter of 2017 illustrates how Arkansas remains open for new business and affirms the attractiveness of the unique system Arkansas has developed to serve its Medicaid beneficiaries.”
Kerr granted authority to APC PASSE, LLC (APCP), a newly-formed Arkansas-based For Profit Corporation, to be a domestic Risk-Based Provider Organization under Act 775 and AID Rule 117. APCP is owned by two Members: Arkansas Providers Coalition, LLC and Anthem Partnership Holding Company, LLC (APHC). The coalition will be owned by various APCP healthcare network providers who will provide services to the Medicaid beneficiaries. APHC’s direct parent, Anthem, is an independent licensee of the Blue Cross and Blue Shield Association and is also one of the nation’s largest health benefits companies. APCP will provide the entire array of Medicaid services to beneficiaries in targeted population groups. The array of services will include behavioral health, substance abuse, and developmental disabilities services, other medical services received by the covered population, and services that are not currently covered by Medicaid that are cost effective, appropriate, and improve the health or social determinants of a beneficiary. Provider-led organizations licensed under Act 775 were required to meet financial and Network Adequacy standards regulated by the Arkansas Insurance Department and Department of Human Services, respectively.
This is the 27th new company Kerr has granted authority to in 2017 and the eighth Arkansas-based company. Since becoming Commissioner in 2015, Kerr has welcomed 62 new companies to Arkansas.
